Any activity with an impact on people and their life undoubtedly needs an effective legislative framework that regulates its work and controls its effects.

Science and technology have considerably contributed to human well-being and prosperity, through their technological applications that have been used and invested in most fields of life. The technological revolution has not only become a feature of the present era, but it also has become part and parcel of our lives and a tool to help steer modern life. People around the world depend, in all their daily activities, on technological applications, whether in communication with others or in completing their work, or even in entertainment. This means any stoppage or hindrance to these applications would undermine the functioning of economic and social systems in many countries.

This modern technological revolution relies primarily on human intelligence, which God endowed human beings with and made it a distinctive feature that sets human beings apart from other creatures. Still, over time human beings have realized that their intelligence is a point of strength and excellence that can be exploited and used to enhance their well-being by trying to transmit human intelligence into machines that can perform the actions that people themselves used to do or hoped to do had it not been for their limited abilities. Those machines have turned from a mere irrational inanimate that acts only upon the intervention of man (who had full control), to a machine that works and responds independently away from human intervention in many respects. The harmony between computing and informatics, and the resulting programs and applications have empowered the machines with the ability to think and deal outside the scope of human intervention by programming devices that analyze and respond to the surrounding variables.

These new technologies, including the applications of artificial intelligence, pose a contemporary and ongoing legal challenge triggered by the innovative nature of these technologies. Any activity with an impact on people and their life undoubtedly needs an effective legislative framework that regulates its work and controls its effects.

Law, in all its branches, faces today many challenges posed by modern technology, both in the field of contracts that regulate the work of its applications or in the area of civil and criminal liability. In addition, technology affects the various commercial and economic activities and banking operations as well as the work of administrative and judicial bodies, especially with the emergence of applications of artificial intelligence in the field of criminology and criminal justice.

Hence, the College of Law, in cooperation with a number of relevant colleges, felt it is necessary, as part of its scientific and raising-awareness role, to organize an international conference to discuss the various issues posed by modern technology and its AI and technical applications. Such a conference will come up with recommendations based on solid scientific foundations that serve the community and the business world and enhance the value and high status of scientific research.
